E-government Software Company A, as one of the most competitive players in domestic E-government industry, witnessed the beginnings and development of the market. And unavoidably, it experienced the fierce competition at the same time. Specific market segments, which Company A had overlooked, have been providing opportunities for newcomers, leading to constraints and bottlenecks in Company A’s development process. Therefore, to maintain steady growth while making considerable breakthrough in unexplored fields, Company A must have a very scientific development strategy.This study is dedicated to help Company A better run its business in a long term, starting from discussion about difficulties it is confronting. First of all, the study analyzes the situation and features of current E-government industry by adopting PEST, then uncovers external environment in a quantitative setting using EFE technique, so as to identify challenges and threats that Company A may face in the future. Second, the research assesses Company A’s internal resource and competence using IFE analysis, trying to optimize its availability. Based on the above insights, this research further designs and suggests a development strategy for Company A, making good use of its strengths and opportunities which are revealed in SWOT analysis. And lastly, combining with Company A’s strategic objective, the study proposes an implementation plan, which includes every detail in business reconstruction and integration, reformation on its organization structure, as well as the process of acquisition. This research serves as a significant guidance for Company A in its 3-5 years development process, while providing certain reference value for similar enterprises in E-government industry.
