Study Research On The Farmers And Ferdsmen Income Increase Meehanism In The Three-river Source Area Under The Fair Perspective

Our country is a traditional agricultural country, rural poverty problem has always been the focus of the poverty reduction job in China, so it is urgent to increase farmers’ income. Since the 18 th CPC National Congress,the Party’s Central Committee actively explore the reform of agriculture and rural areas, making arrangements at the top of level design, greatly released agricultural productivity. Xi Jinping put forward to the ideology of “precise poverty alleviation ” which is directed at farmers’ poverty, and provides the guiding ideology for increasing farmers’ income.The Three-River Source Area of Qinghai province is due to resources endowment, natural conditions, weak economic foundation and the correlative factors, it is the most widespread and deepest poverty area.Farmers and herdsmen’ income is slow,urban and rural residents is widening income gap. Through the constraintfactors of farmers’ income, explore how to increase farmers income, guarantee their basic living standards.On the basis of fair we are trying to increase the income of farmers and herdsmen to narrow the income gap in the area under the fair perspectivein order to realize effective growth of income and the region’s economic and social sustainable development.The paper is starting from the natural and social economic conditions of the Three-River Source Area of Qinghai province,researching the farmers and herdsmen income since the “11th five-year plan”. On the basis of this, through the Gini coefficient, variation coefficient and the income of urban and rural residents to measure the inner income gap of farmers and herdsmen,on the other hand,through the questionnaire survey to measure farmers and herdsmen ’s subjective sense of fairness, to explore the income equity of farmers and herdsmen.The results show that,with the increasing income, farmers and herdsmen internal income gap is widening. Though the trend of urban and rural residents income gap has narrowed, but the gap is still large. Income and fairness were positively correlated, the income increase, the sense of fairness of reinforcement; the income decreases, the sense of fairness is reduced. Based on the empirical analysis result, and the factors of income restriction, the paper mainly discusses the loss of income fairness: because of the lack of human capital accumulation,farmers and herdsmen enter the labour market injustice, imperfect social security and other national policies makes life can not get effective guaranteed. Based on the above analysis, we try to build a set of mechanism of farmers’ income under the fair perspective, in order to help poor farmers get away from povert y and have a sustainable growth.
