Study On Technological Innovation Efficiency Evaluation Of Industrial Enterprises In Resource Regions Based On Green Growth Perspective

At the post international-financial-crisis age, "re-industrialization" has become the core strategy of developed countries to deal with the economic crisis and reshape the competitive advantage. In China, most industrial enterprises in resource regions use resource oriented strategy, which has many problems, such as high resource dependence, primary industrial structure and low technological innovation ability. In face of foreign investment return,technology blockade and the export pressure, it is inevitable for industrial enterprises in resource regions to change the traditional extensive growth mode,achieve innovation driven development, and promote green transformation by relying on technological innovation.Based on the perspective of green growth, relying on the two-stage technology innovation theory and industrial enterprises characteristics, the process of technology innovation is divided into technology development stage and technology transformation stage. Then input-output quantitative evaluation system is constructed according to the different characteristics of each stage,the index system also includes energy consumption and environment influence.Based on CCR and BCC model of DEA, the innovation efficiency evaluation model for industrial enterprises in resource regions is built, and then an empirical study is conducted. The main contents include as follows:(1)Seven provinces(Shanxi, Heilongjiang, Shaanxi, Qinghai, Xinjiang, Ningxia and Inner Mongolia) are chosen as the representatives of resource regions, then this paper analyzes technological innovation activities popularity, input and output situation of technology innovation,resource and environmental performance of industrial enterprises in resource regions.(2)This paper uses CCR model to estimate technological development efficiency and technologicaltransformation efficiency of industrial enterprises in resource regions during2008-2013,and then to find out the gap between current input and the highest efficiency investment; vertically analyzes efficiency changes to explore the current state and future trend of technological innovation efficiency;Horizontally compares technology innovation efficiency of various innovative units all over the country, so that technological innovation efficiency of industrial enterprises in resource regions can be evaluated objectively,and then the gap between resource regions and the whole country can be analyzed.(3)Take the value of technology development efficiency and technology transformation efficiency as dimensions, and take the mean value of two-stage technology innovation efficiency as reference line, technological innovation efficiency of all provinces can be divided into four types, “double low", "low-high",“high-low”, "double high", and then the technology innovation efficiency type of industrial enterprises in resource regions can be judged.(4) Select a whole input and output process, technology innovation efficiency is divided into pure technical efficiency and scale efficiency, based on input-oriented BCC model, then make further analysis to clarify the source of low technological innovation efficiency of industrial enterprises in resource regions.The study found:(1) the technology innovation of industrial enterprises in resource regions takes on the characteristic of "three low and two high", which means “low popularity of technological innovation activities, low input and low output of technological innovation”, while “high energy consumption and high emission”. The technology innovation type of more than 70% innovation unit in resource regions is "double low", faced the dilemma of low technology development efficiency and low technical transformation efficiency, they are Shanxi, Inner Mongolia, Heilongjiang, Shaanxi and Ningxia.(2)Technological innovation efficiency was further decomposed, and found that the scaleefficiency of most resource regions are high, but the efficiency of technological innovation and pure technical efficiency are low, and the trend of technological innovation and pure technical efficiency are the same. Therefore, pure technical inefficiency is a major factor leading to low efficiency of technological innovation, promoting pure technical efficiency should be taken as the focus of technology innovation improvement. According to research findings, specific policy recommendations are put forward from the angle of companies and government.This paper takes the initiative to take industrial enterprises in resource region as the subject of technological innovation efficiency evaluation, from the two-stage theory of innovation, whole innovation process is divided into two related input-output process, at the same time, energy and environmental effects are included in order to improve efficiency evaluation index system.Technological development efficiency and technological transformation efficiency of industrial enterprises in resource regions are evaluated, and then judge the efficiency gaps, explore the efficiency potential, clarify the source of inefficiency, and at last, based on the research results, some policy recommendations are proposed. This paper not only has important practical significance for industrial enterprises in resource regions to transfer economic growth mode, improve the ability of innovation and protect the ecological environment, but also provides a more scientific and rational basis for resource regions to develop and implement policy correctly.
