| High-tech industry is a kind of knowledge-intensive industry with advantages of high resource utilization rate and low pollution emission. In the process of the development of high-tech industries, clusters will form in geographical regions, where the industrial division of labor is refined and innovation risks are shared. These clusters are proved to be conducive to promoting regional innovation. At the same time, green innovation efficiency has both the nature of "green" and "innovative".Some scholars believe that the key to solve the dilemma between resource and environment constraints and economic growth is to solve the driving force of green innovation.Theoretically, moderate agglomeration of high-tech industries will produce scale effect and technological effect, improve resource utilization rate, reduce environmental pollution and promote regional innovation,so it may affect the efficiency of green innovation. However, there are a few studies on the impact of high-tech industry on green innovation efficiency, and even fewer studies on the Yangtze River Delta and other regional levels.Does the agglomeration of high-tech industries in Yangtze River Delta have an impact on green innovation efficiency? If so,how? And what other factors affect the efficiency of green innovation in the Yangtze River Delta? To answer these three questions, this paper launched research and analysis the Yangtze River Delta.Based on relevant literature review, this paper analyzes the theoretical mechanism of the impact of high-tech industrial agglomeration on green innovation efficiency, and collects data from 2005 to 2019 to carry out an empirical study on the Yangtze River Delta.Based on the theoretical mechanism, this paper puts forward three hypotheses, namely, the agglomeration of high-tech industries in Yangtze River Delta can promote the efficiency of green innovation; The agglomeration of high-tech industries in the Yangtze River Delta has a nonlinear impact on green innovation efficiency, but has no negative impact at present. The agglomeration of high-tech industries in Yangtze River Delta has a lag effect on green innovation efficiency. To prove these hypotheses, this paper measures the high-tech industry agglomeration degree of three provinces and one city and all prefecture-level cities in the Three provinces in the Yangtze River Delta, and measures the green innovation efficiency of prefecture-level and above cities in the Yangtze River Delta based on the input-output perspective, including the unexpected output into the measurement index system of green innovation efficiency. The present situation of high-tech industrial agglomeration and green innovation efficiency in Yangtze River Delta is analyzed by comparing the calculation results.According to the measurement results of variables and the data of control variables, the correlation of these variables has been testified. On the basis of status analysis and correlation test, this paper constructs the extended STIRPAT model, which is applied to further empirical research on the impact of high-tech industry agglomeration on green innovation efficiency in Yangtze River Delta, and carries out robustness test. The measurement results show that, from 2005 to 2019,the agglomeration degree of high-tech industries in Anhui,Jiangsu and Zhejiang provinces has basically maintained an increasing trend, while the agglomeration degree of Shanghai has declined, and the green innovation efficiency of most cities in the Yangtze River Delta has been in a non-effective state most of the time. The empirical results show that the impact of high-tech industrial agglomeration on green innovation efficiency in the Yangtze River Delta presents an inverted "U" curve, rising first and then falling. However, the high-tech industry agglomeration effect is positive in Yangtze River Delta at present, and high-tech industrial agglomeration has a lag effect on green innovation efficiency.Based on these conclusions, the mainly policy reference value can be summarized as follows: Promoting the diversified inter-regional agglomeration development of high-tech industries;Encourage enterprises to take the initiative in green innovation;Promote the linkage between the policy of high-tech industrial agglomeration and the policy of green innovation;Promote green urbanization and green industrial development;Optimize the green innovation environment in the zone and strengthen the guarantee of green innovation for enterprises;Promote green innovation identification and evaluation standards, and so on. |
