At present, the Chinese economy is in a crucial period of transformation and upgrading, fierce competition environment is pressing for the enterprise improve its own competitive advantage constantly, under the economic development of the new normal, rely on the wisdom of management has been difficult to sustain the competitiveness of enterprises, while the employee from the bottom-up ideas and suggestions for effective decision-making is more conducive to enterprises. Related studies have shown that individual political skills with strong predictive power for its voice behavior, while the researches of the political skills and voice behavior are relatively poor under the Chinese culture. Therefore, this study focused on the effect mechanism of the employee political skills and its voice behavior in Chinese context, which introduced the supervisor-subordinate guanxi(SSG) as a mediating variable and the employee traditionality as a moderating variable.Questionnaire survey data from Shaanxi, Shandong, Guangxi, Guangdong and Hainan, using SPSS21.0 and AMOS21.0 statistical analysis software to deal with the paired 520 valid questionnaire, on the measurement of reliability and validity, descriptive statistics analysis, correlation analysis and regression analysis to test the hypothesis and theoretical model, the following research conclusions:(1) the employees’ political skills and its each dimensions has significant positive impact on both promotive and prohibitive voice behavior;(2) the employees’ political skills has significant positive impact on supervisor- subordinate guanxi(SSG);(3) the supervisor-subordinate guanxi(SSG) has significant positive impact on both promotive and prohibitive voice behavior;(4) the supervisor-subordinate guanxi(SSG) plays a partial mediating role in the relationship between the employees’ political skills and its each dimensions and promotive and prohibitive voice behavior;(5) the employee traditionality reversely moderated the relationship between the supervisor- subordinate guanxi(SSG) and promotive voice behavior, prohibitive voice behavior.According to the above study based on the conclusion, to inspire the employe’s voice behavior in the enterprise management practice, enterprises should improve employe’s political skills by training and guiding, supervisors should take the initiative to establish a good working relationship and personal relationship with employees. In addition, enterprises should fully understand the traditional tendency of employees, and weaken the high traditional tendency of employees through the method of training, in order to motivate employees to make more voice behavior.
