Road tolling management and payment is the effective policy to solve the problem of highway construction investment funds. Along with the rapid development of highway in our country, the related highway management enterprise also went through a rapid expansion. Y company is a typical case, a state-owned highway management enterprises, which listed in Hong Kong in 1997, mainly engaged in investment, operation and management of highway and bridge in Guangdong and other provinces. At the same time, highway management enterprises have some problems: single profit mode that relying too much on the charge of road toll, which results the risk of highway management maturity date. Besides, with the development of highway gradually mature, the external environment changed dramatically: Such as the highway construction market gradually saturated; high quality of highway assets are reducing in the future; car ownership growth and accelerating urbanization process will improve the highway vehicle loads, some provinces could adjust the fee rate and the age limit of highway project and interested in packaging and gives business investment acquisition opportunities. Therefore, according to the external environment for Y company, it is of great significance for this paper to formulate appropriate development strategies.Based on the theory of strategic management, it analyses how Y company choose the best strategy, so as to insure the sustainable development under new external environment with its own conditions, resources, and industry characteristics. After SWOT analysis, it concludes that, before the year of 2020, highway industry still has a period of stable development, Y Transport should still continue the invest of new highway project, expand the company size, prepare enough strategic reserve. But in the long term, Y company should turn to the diversified operation as strategic target, the available industry includes: highway maintenance, bus/long-distance ect. It will help to avoid the risk of highway project management maturity, ensure sustainable running of enterprise. On the specific measures, this paper also put forward relevant suggestions including: focusing on the central provinces to expand the market, strengthen financial control, reduce the financing cost and the asset-liability ratio, try the rights issue, issue bonds, funds, or other forms of financing; Timely optimize the inefficient assets project, improve liquidity to the high-quality assets; Set up diversified transformation research center and so on. |
