| In the comprehensive modern transport system, the highway occupies a very important part and has the incommensurable advantages over other transportations, especially in forming the transport networks and improving the transport efficiency. Although the history of the development of highway has only several decades in the world, even shorter in China, it plays a more and more important role in the advance of world politics, economics and culture, as well as in propelling the society forward and the economic booming.As a "product" of modern technology, the highway has made a synthesis of modern science, system management, construction design, information technique, and the logistics. The higher demands are proposed on the management of highway throughout the world. In this paper, the development history of the highway is introduced and, in particular, the research about the macroµ development environment of highway in China is discussed, and shows the developing orbit of highway in China. We take the highway in H province as a case, and emphasize on studying its developing history and management system with a scientific strategy way. Macro&Micro SWOT analysis on administrative unit of highway in H province is taken, and based on such method, we combine the probable different strategies with reality to reach a development strategy about the administrative unit of highway in H province. In the end, in view of the facts that the characters of highway are classified to common products which have strong politic backgrounds, several points for attention in implementation of strategy are raised.The analysis of this paper shows that the development of the highway in H province has been transferred from the stage of single construction to the stage of both the construction and management, gradually to the stage in which the management plays the more important role. After several years of leading the country, the administrative unit of the highway has been integrated some formats of finance, logistics, construction, operation, tourism and warehousing, and is developing toward the integrated diversification business model. On the basis of some multi-argumentations on the highway, we see that in the next few years, the highway group must walk along the direction of concentric diversification, to guarantee that H Provincial Highway Group advances healthily, safely and smoothly, so that it can escort the healthy development of the integrated transport network in Province H and the country. |
