The Present Status Analysis And The Industry Countermeasures Research Of Beijing’s Energy Performance Contacting

Whether it is the demand of sustainable development or the pressure of international commitments, all need to take practical measures for energy-saving and reducing consumption in today’s China. For now, the space that realize saving energy and reducing consumption through the adjustment of industrial structure is getting more and more small. The work of saving energy and reducing consumption should achieve the connotation decrease through the technical means of saving energy reform and the refinement and decomposition of the energy consumption index and so on. As the capital, Beijing should bear the brunt of more and walk in the forefront of the national energy conservation work.The great constraints for energy-saving reform are capital, technology and risk. Energy Performance Contracting is just solves these problems above. This energy-saving new system provides a good platform to realize the energy-saving reform and to overcome the main market barriers of the restriction energy-saving reform. The interior and abroad experiences show that the Energy Performance Contracting is the effective measures for energy conservation to reduce the energy-saving reform funding and technical risk of the energy-using units greatly, fully arouse the enthusiasm of the energy-saving reform of the energy-using units, and ultimately realize the win-win results between the energy service company, energy-using units, government and social.Energy Performance Contracting in Beijing has carried out substantively and stepped into the stage of rapid development since 2009, but it has not achieved the desired effect for a few years of practice. This thesis is based on the analysis of the present situation and the real development demand of Energy Performance Contracting in Beijing, aims to further understand the development situation of Energy Performance Contracting in this city, to find out the restriction factors in the process of propelling Energy Performance Contracting and the main problems and difficulties that exist in the implementation process of Energy Performance Contracting. Then according to the main problems, give the corresponding solution proposal in combination with the actual situation.This project carried out the in-depth researches of the city’s key energy-using units, energy service companies, contract energy management projects, third section energy audit organizations through field visits, questionnaires; participate in the inspection way and so on. Analyze the data and results of researches and use the statistical analysis method to find out the main contradictions and problems of the implementation of Energy Performance Contracting currently in Beijing.
