Study On The Benefit Allocation Of Farmers’ Cooperatives

The farmer specialized cooperatives under the socialist market economy system is a new type of market entity, which is the historical creation to keep abreast of times. Farmers can voluntarily join or withdraw from the farmers’ professional cooperatives, with full autonomy. The benefit share of farmers’ professional cooperatives determines the realization degree of the farmers’ interests. Whether the interest allocation mechanism is reasonable, fair or not, have a close bearing on the development of the farmers’ professional cooperatives and the maintenance of farmers’ partnership.This paper is a preliminary study on the interest allocation problem of Changtai farmer professional cooperative by comprehensive use of case study method, comparative analysis method, literature analysis method and other methods, try to put forward a proposal for benefit share of the local farmers’ professional cooperative. Firstly, it makes a brief analysis on the rights allocation of Changtai provident funds, return of the trading volume(amount), allocation of shares and rights allocation of government subsidy. And it draws the conclusion that current benefit share situation of Changtai cooperatives is inconsistent to the benefit share principle of other domestic and global cooperatives. Most of the cooperatives allocate the profit according to trading volume(amount) and share, and more cooperatives allocate the profit according to share. For those cooperatives which allocate profit according to trading volume(amount), the specific way is lack of standardization, the process is nontransparent, the allocation proportion is mostly below 60% of the provisions, and the allocation and use of the provident funds and government subsidy is even more problematic. Secondly, taking current benefit share situation of Changtai Farmers’ professional cooperative as a key, it analyze some main causes of the problem, which is the alienation of property rights structure, unreasonable management structure, weak democratic consciousness, lack enough participation consciousness and ability of farmers, and constrains of policy and social economic environment. Finally, this paper propose that the core point to solve the problem is the innovation of property right system, and further establishment of the main position of the ordinary members in cooperatives. At the same time, to strengthen the construction of supervision mechanism of farmer cooperatives, make the benefit share of farmers’ professional cooperatives improved and matured gradually.
