Governance Mechanism Of Farmer Professional Cooperatives In Baoji City

Our country established a unified and separate two-tier management system based on family contract management in the late of 1980's, farmers received production and management autonomy, and became an independent property subject and market players, which greatly emancipated productivity in rural areas . However, with the development of rural economy, the market became increasingly competitive, domestic small-scale defects gradually emerged, farmers'specialized cooperative economic organizations became an more and more important form to improve the power to resist natural risks and market risks for household management."The People's Republic of China Farmers Professional Cooperatives Act" was enacted on October 31, 2006, and it was implemented on July 1, 2007, which was very meaningful for the development of cooperatives. Farmer cooperatives are farmers co-owned, democratic governance, economic participation, and can be benefited from the economic organization, to examine its governance mechanisms have an important theoretical and practical significance. This paper selected the professional farmers cooperatives of Baoji City as the research object, making use of the empirical analysis and normative analysis, quantitative analysis and qualitative analysis and theory with practice and other methods, analyzed the governance structure status quo of the professional farmer cooperative in Baoji city, and learned from Western countries in terms of the agricultural cooperatives internal systems, and proposed some suggestions for the farmer specialized cooperatives governance institutional arrangements in Baoji City.
