Along with the increasing of population, immigrating area in ecologically vulnerable area facing huge resource and environment pressure,which restrict the sustainable development of social economy. In this case, how to evaluate ecologically vulnerable area resources and environment scientifically and effectively is particularly important. GIS has powerful spatial analysis function, analysising of raw data to get the new data, making the resources and environment carrying capacity evaluation from qualitative research to quantitative analysis.In this paper, according to the applicability of data acquisition, accessibility, and evaluation of comprehensive, set up evaluation index system.And set up the resource and environment carrying capacity comprehensive evaluation model under the GIS support to solve the data acquisition and analysis of operation process, etc.Hongsibu is China’s largest ecologically vulnerable area, so use the model to evaluate the bearing capacity of resources and environment is very representative. The results show that resources and environment carrying capacity of Hongsibu regional differentiation is noticeable. The carrying capacity of low level area is about 473.24 km2, accounting for 17.17% of the total area, mainly distributed in the southeast and northeast areas in the study area; Low carrying capacity of district of 1009.60 km2, accounting for 36.63% of the total area;Bearing capacity of high is 1088.15 km2, accounting for 39.48% of the total area;High carrying capacity area is small, only 185.22 km2, accounting for 6.72% of the total area.Using the established evaluation model to simulate the Hongsibu resources and environment carrying capacity,the result tallies well with actual situation,and verify the correctness and operability of the model.
