Resources and the environment are important materials for the survival and development of human society, but the resources and environment for economic and social progress have been made a significant contribution, and also lead to the increasingly prominent contradiction between supply and demand of resources,environmental pollution and other issues. Resources and researching environment for economic development gradually become a hot topic of resource economics and environmental economics.The Bohai Sea Ring Area marine economic output was about 2 trillion yuan in 2013,accounting for 36.3% of gross national marine production.It has become an important part of China’s marine economy. The Bohai Sea region has become an important economic areas of China’s economic growth. Bohai rapid development of marine economy, marine economy has become the focus of economic development in coastal provinces and cities, but with the economic development, the Bohai Rim resources, environmental issues become more prominent.Firstly, Conclusion by kernel density function decomposition, dynamic is a single-peak distribution in marine economy development in our country. In the index of marine economic output per capita annual, the difference is dominated by the mean effect. The second is the variance effect.In coast economic density annual difference decomposition, is still dominated by the mean effect, followed by the variance effect.Thus, the mean effect and the total annual difference distribution effect are in the same direction.in order to fully characterize the dynamic evolution of China’s coastal marine economic development in the dimension of time.Then, through regression analysis, economic output and marine resources, marine environment carrying capacity presents a positive correlation between the two quantities are closely linked, so that by the marine resources, environmental carrying capacity as the representative of the calculated damping values for marine economic development situation analysis is more appropriate and representative.Secondly, noted marine resources and environment are difficult due to a single measure,so in the study of marine resources and the environment damping is introduced marine resources and environmental carrying capacity of the composite indicator for analysis. For the selected indicators are classified quantify draw resources and environment carrying capacity evaluation index coastal municipalities.Finally, The model for assessing the marine resources and environment carrying capacity was constructed, and the Romer model was applied to measure the marine resources and environment damping effect in the Bohai Sea Ring Area by using the date from 2000 to 2011,and the spatial difference analysis was carried out. The result of research approved that: The marine resources and environment of seventeen costal cities in the Bohai Sea Ring Area have the dampening effect on the development of marine economy. The seventeen cities can bedivided into three kinds, namely low constraint, high constraint and strong constraint. Then the damping effect of resources and environment can be divided into 7 coupling types, and the forming mechanism of each coupling type was discussed. finally, the countermeasures and suggestions for alleviating the dampening effect of marine resources and environment were presented in order to promote the sustainable development of marine economy.
