Research On Centralized Purchasing Risk Management Of Pumped Storage Power Station Project

To ensure the normal production and business activities, enterprises will buy products or services from the supply market, this process is called procurement. For electric power enterprises, the key work to control the total cost is the purchase cost control. Compared with the traditional decentralized procurement, the main characteristics of centralized procurement are larger quantities, biger purchase amount and more controllable. These features help the power company reduce procurement costs and improve the benefits. In the centralized purchasing program of pumped storage power station construction, the owner will face a lot of risks caused by itself and suppliers in the purchasing process. If the owner can not identify the risks and control them, the purchasing target will not achieved safety.This paper researchs the current situation of centralized purchasing management, formulates the basic theory, concepts and processes of enterprise purchasing management, study the basic concept identification method, control method of risk based on the literatures at home and abroad. Then summarizes the development of the comprehensive evaluation method, and introduces several methods of risk assessment. This paper analyzes the risk factors of the centralized purchasing project in cost control, schedule control, procedural process and quality control to guide the risk evaluation and control work.After the risk identification, this paper determines the weight of the risks of the centralized procurement based on the history data of XX Company LTD and experts’ratings. Then this paper cites a centralized purchasing project of safety equipment, using the fuzzy comprehensive evaluation method to analyze the risk of owner in the whole process. By evaluating the size of risk, this paper provides the basis for the owner to choose the supplier and risk control. Finally, this paper puts forward the centralized procurement risk control methods to perfect the risk control system of XX Company LTD.
