For the overall urban and rural economic and social development, a comprehensive solution to the "three rural" issue has a very important strategic significance. With the steady development of the economy of our country, accelerating the process of industrialization in the developed regions, the land, raw materials and labor costs and less difference of the developed area more and more obvious, industry developed regions outward transfer has become the inevitable trend of.Jingzhou as a state-level industrial transfer demonstration area, has the unique advantage of agricultural resources, in order to speed up the pace of "strong waist" project, the Jingzhou government proposed a comprehensive introduction of advanced production technology and capital policies to promote the healthy development of the regional economy. But Jingzhou in the process of carrying on the agricultural product processing industry, there is still the dominant way of thinking is not obvious, the post production, policy is not perfect.
