Along with social progress, the enterprise survival and development face more serious internal and external environment, especially for coal mining enterprises, external needs to face economic growth is slowing, early stress excess capacity and the state environmental protection policy, the possibility of increasing benefits by production is not too big. In terms of coal mining enterprises to the internal, high labor intensity, long production process, staff number plus state-owned enterprises problems left over by history, cause the enterprise internal management cost is high. Domestically, the human resource management has become the pursuit of coal mining enterprises must pay attention to problems in the development, this article will take YKJS coal mine as the research object,from the staff performance appraisal index system, to improve the current situation of enterprise human resources management.At first, this paper collects combed the history of performance appraisal and the related theory, pointed out by means of comparing the advantages and disadvantages of all kinds of common tools for performance evaluation at home and abroad, combined with YKJS coal specific situation to choose the proper combination plan, and then identify a specific assessment indicator; Second, through to the YKJS coal related information collection, to the enterprise internal visiting survey, and through the way of questionnaire distributed, a thorough understanding of the current performance evaluation indexes in the actual management of the effective degree; Again, according to the collection of theoretical knowledge and actual situation of state-owned enterprises, looking for employee satisfaction index, find out influence enterprise’s efficient management "disability index" or "not accurate indicator", professional, classification don’t adjust the assessment indicators. On this basis, to change the original evaluation index is too single, forming a set of YKJS tailors the index system of coal mine, the largest enterprise internal post labor quantitative and qualitative change in the original assessment guidance and incentive is not strong, can make the performance appraisal in response to employees before, on the basis of a working state, has guiding significance to the next step work more, heavy process of heavier results using at the same time, is obtained by optimization index system will be simple, intuitive, and effective response production unit, auxiliary units at the grass-roots level and logistics units at the grass-roots level and the management work effect, coupled with the efficient allocation of weight, achieving the responsibilities clear, the operation is simple, feasible, good incentive.In this paper, through the optimization of YKJS coal performance evaluation index system of research, it is concluded that a set of the characteristic of the index system of coal mining enterprises, and implementation scheme is given and the safeguard measures,for other coal mining enterprises performance evaluation index system of design to provide reference and reference.
