Since the founding of the People’s Republic of China, our country in the reform of state-owned enterprises, through the enterprise autonomy, enterprises, expand the decision-making power of enterprises, contracting system multiple stages of exploration and trial and error, decentralization, and in the 1990 s enliven small and medium-sized state-owned enterprises, carry out leasing operations, corporate restructuring, the establishment of modern enterprise system, the reform of state-owned enterprises in the difficult step by step to the depth to promote, the viability and competitiveness of state-owned enterprises are improved. However, some deep-seated problems of state-owned enterprise’s survival and development is still not resolved, the efficiency is low, the competitiveness of state-owned enterprises is not strong, the situation has not fundamentally changed. State-owned enterprises widespread property rights structure of a single, "big and complete, small and complete", enterprises running social burden phenomenon, a large number of surplus staff did not get better placement, laid-off workers re employment rate decreased year by year, social and business pressure increases continuously.I worked in the company ZLSD a built 60 years old state-owned enterprises. Since 2008, ZLSD company survive the operation gradually into the plight of, after the implementation of internal tapping the potential synergies, restructuring operations such as many management means, management situation is still in the doldrums, especially secondary sector become a stumbling block to the survival and development of industry control. Currently, based on the urgent need for the turnaround of nature, ZLSD is ready to implementation of the strategic transformation of the auxiliary plate, to "main auxiliary stripping, secondary industry reform, industrial upgrading as a means, mechanism system, organization, business model, human resource allocation, etc. to implement change, do to reduce the burden on enterprises, and stronger industry lay the foundation and reshape the core competitiveness of enterprises.Firstly, through the domestic and foreign literature from the strategic transformation research motivation introduced the strategic transformation of the domestic and foreign research results, and separately from the enterprise life cycle theory, theory of competitive advantage, enterprise boundary theory and the reform of state-owned enterprises restructuring policies in four areas of and discusses enterprise strategic transformation and other related issues. The research established the theoretical basis for the system.Secondly, this article will ZLSD were briefly analyzed, including the existing organizational structure, the auxiliary plate structure and main functions, and the auxiliary plate operating conditions etc.. Again, the article will use the SWOT matrix analysis, draw ZLSD company auxiliary business transformation strategy orientation, goals, and ensure the strategic transformation of the implementation of the principle. Subsequently, combined with the actual situation of the enterprise, through structural reform, adjust structure, optimize the allocation of staff etc. measures, forming ZLSD company auxiliary business strategic transformation of a variety of ways and modes, including the formation of a joint market Co., Ltd., lease management, contract management, the reform of collective and equity diversification, mixed the restructuring of ownership and diversified methods of shunting. At the same time, the risk management in strategic transformation are studied.Finally, the article puts forward some measures to ensure the strategic transformation of ZLSD’s core plate. Including: market-oriented means to set up the management team, the implementation of human resource allocation and compensation system of market reform, for a higher level of policy and support, supporting management system innovation.
