With the economic development and the intensified market competition, whether the investment decision is wise or not is directly related to the company’s survival. KISC (Kunming Iron & Steel Holding Co., Ltd), which the author works in, would invest a number of independent-constructed projects each year. The investment, on one hand, can help the company to explore development in other industries and expand the industry chain so as to strengthen the competitive power of the company; on the other hand, to participate in these projects by these investments enables the company to implement the reforms smoothly. However, most of these independent-constructed projects failed to achieve the desired effect. Some projects postponed and even stopped the construction and some completed projects hit a cold market and fell into a dull sale, which resulted in low benefits.After undertaking lots of investigations and researches, the author finds that, most of the problems of these independent-constructed projects had already appeared before the decision was made. Factors like the divorce between power and responsibilities, information distortion and the default of supervision and control in the decision-making process lead to wrong investment decisions, which fundamentally result in the failure of these projects. In this sense, it is exceptionally necessary and significant to study the investment decision-making management of independent-constructed projects.By flexible use of related theories of project management and quality management, the study is carried out by taking the independent-constructed projects of KISC(Kunming Iron & Steel Holding Co., Ltd.) as typical cases. On the basis of the author’s years of working experience, the study is designed to find out the problems that appeared in the investment decision-making process of the independent-constructed projects. Moreover, the study analyzes the causes of these problems and proposes the corresponding solutions to serve the purpose of improving the investment decision-making level as well as to provide reference for the investment decision-making of other similar projects.
