The scale of fiscal spending in China has been expanded rapidly since 1998, in which the public investment in the public projects has also been expanded year by year. The average increase in fixed asset investment per year including in the fiscal budget reached 30% from 2002 to 2009. Meanwhile, such reports as"image project"and"uncompleted project"emerged in the media frequently. The problem of decision-making in public project comes to stay in the limelight. Scientific decision-making is the key of effect and benefit of public investment, and the the decision-making activities of main decision-making constitutes the foundation of Scientific decision-making. Because of the importance of the decision-making bodies of the public project decision-making, the blurry demarcation between the decision-making bodies and unreasonable allocation of decision-making power and other questions will be discussed by this paper.Public project is in order to provide public products for the market mechanism failure in the field of construction complement. This paper introduces related concepts first. Public construction projects is government's capital operation process referring to public funds in the future to obtain fixed assets form of public goods. So Public construction projects equate to government public projects, therefore public project in this paper is a form of government public investment, which is a part of government investment.By researching the basic theory of decision-making for China's public investment projects, this paper explains that the procedures of the decision-making includes launch of projects, project evaluation, making decision, decision implementation, and revaluation. In the process of decision-making, the decision-making bodies are the most important part of the whole decision tree. Decision-making bodies comprise decision makers, subsidiary decision makers, decision executors and the public. By defining and analyzing the above-mentioned decision-making bodies and drawing on the experience of some developed nations, the author assumes that we must analyze the decision-making influence in decision-making process, finally guides how to rearrange the decision-making power of each stage.
