The Yangtze River Delta urban agglomerations are the largest urban agglomerations in China as well as the universally acknowledged sixth largest ones in the world. In recent years, under the new thinking of the strategy of new pattern urbanization and the development of urban agglomeration, the Yangtze River Delta urban agglomerations are seeking a systematic transformation, while the connections among cities are getting close and the unique function of cities being nodes are becoming increasingly obvious. As the economic center of the Yangtze River Delta urban agglomerations, Shanghai has its development orientation of building the international economic center, international finance center, international shipping center, and international trading center. During the time of 13 th Five Year Plan, in order to realize the Four-Center goal, it is impossible for Shanghai to fight alone.Shanghai must collaborate with surrounding sub-center cities. At the same time, the Four-Center development will surely influence surrounding sub-center cities as well as the Yangtze River Delta urban agglomerations, therefore drive the coordinated development of the whole urban agglomerations.During the 30 years of the reform and opening-up, the economic society of the Yangtze River Delta area has been developing rapidly and has formed multiple sub-center cities. There are Hangzhou and Ningbo to the south of Shanghai, and Suzhou, Wuxi, and Nanjing to the west of Shanghai, but there hasn’t been any sub-center economic cities and it lacks places that receive and provide support for the development of Shanghai. According to the trend that Jiangsu improves its distribution of the production forces, Yangtze River Delta area balances its development, and Shanghai develops across rivers, to have an economic center city in the north of the Yangtze River Delta area is necessary. At the moment, Nantong has considerable comparative advantages in the northern area of Yangtze Delta from perspectives of both space and environment as well as economic base and humanity history. As a core city in the Yangtze River Delta area, Nantong is at the stage of accelerating transition to modern industrial society. It has been developing rapidly inrecent years with the city’s comprehensive strength improving continuously. Nantong has become the leading flagship in Northern Yangtze River Delta area’s economic and social development. In June 2009, coastal development of Jiangsu was upgraded to a national strategy. At the same time, the development planning issued by the State Council specified Nantong’s city orientation to be building the economic center of Northern Yangtze River Delta area. In February of 2012, after the congress of party representatives, the Jiangsu province government work report specified again to“support Nantong’s building the economic center of Northern Yangtze River Delta area” and included Nantong’s development into the provincial regionally coordinated development strategy as an important componentFrom the research perspective of administrative ecology, an administrative system must retain a dynamic balance with the administrative environment in order to achieve further development. When the administrative system senses the development needs of the administrative environment, it should react rapidly and digest in time,adjust its development direction, way, and speed accordingly, and actively react to the needs of the environment through all kinds of self-renovation, and therefore reaching the new balance between the two. As a result, in order to become the center city that leads the development of Northern Yangtze River Delta area, Nantong, in its transition stage, needs to react actively to the changes of the urban administrative ecology environment and speed up the transition and improvement of administrative system to adapt to the rapid development of the whole urban administrative ecology environment and bring positive influences to the northern area to make Nantong and the whole Northern Yangtze River Delta area meet the needs of Yangtze River Delta area’s urban administrative ecology environment development and reach a higher-level balance.Based on the above, this article uses administrative ecology theory as the research tool and uses influences of environmental factors around administrative system on the city orientation and development as the entry point, to analyze the ways and characteristics of the factors’ influences on Nantong’s city orientation and development, to explore their inner interactive relationship and law of development,to select main administrative ecology factors related to building the economic center of Northern Yangtze River Delta area by Nantong and to analyze existing problemsand causes as well as reveal the dynamic balance relationship among Nantong’s orientation and development and administrative environment, to point out an effective way of Nantong’s building the economic center of Northern Yangtze River Delta area,and therefore expecting to provide a referable and practical reform scheme and route recommendations to Nantong Government’s catching opportunity, to orientate scientifically, and optimize development, and provide new research view for China’s regional integration’s scientific development, interactive development, and coordinated development.
