The national monopoly in natural monopoly industries of government regulation is one of the important means and measures to solve the market mechanism failure. It is this way caused a large number of shortage of resources and waste, its economic efficiency is not high, service quality is not very desirable, backward, losing money for a long time, aging, old equipment, high cost, low efficiency, the problem such as the lack of competition vitality exists. Deepening the process of our urbanization accelerated the development degree of industrialization in our country, the enterprise should actively change their management pattern, improve the level of its economic efficiency, provide consumers with more quality products and services. Therefore, as for the city to provide the utility of public products, should constantly improve their level of business performance, how to develop a rseasonable for the enterprise performance evaluation index system and evaluation method, has the practical significance.This paper preliminary establishment of index system for performance evaluation of network utilities, set son index in water supply companies and use the AHP and Delphi method to determine the index weight. All across the country, cities as samples, to collect various urban water supply enterprise real input and output data and screening, confirm the final sample size, use packet analysis(DEA) in the calculation of urban water supply enterprise performance level, won the national ranking, again USES the regression analysis of the independent variables GDP, GDP growth rate, industrial important economic indicators such as GDP, it is concluded that the related factors influencing the water supply enterprise performance. For urban water supply enterprises performance evaluation and the crosswise comparison provides the technical support, and the factors affecting comprehensive performance, continuously improve performance to provide direction for the enterprise.
