The dispatching of power grid and the equipment surveillance control were originally separate and operated by different people, however, the integration of the two means that the same operators perform the two tasks at the same time. By doing so, not only has it largely reduced the working time as well as the incidence of breakdown but has improved the efficiency of operation of the power grid. Meanwhile, the problems can also be handled in the immediate manner and the human resource allocation is becoming highly effective within the system.Based on the study of current literature on the grid operation and management mode abroad, the institutional development theory, the transformation of organization theory and the theory of technological innovation, this paper is going to first analyze the status quo and evaluate the transformation of the management mode in Suzhou Power Grid. A working system for developing a local intelligent electrical network will then be devised in the respect of integrating dispatching and surveillance control, transforming the organization structure, increasing technical support and optimizing the management process, in addition, both executive and technical measures will be discussed to ensure its feasibility. Finally, the predicted effectiveness of the above operating system will be assessed in terms of the organization structure, supporting system, working process and team-building. Through pinpointing the existing problems, a holistic prospect will also be concluded on the grid management mode to integrate the dispatching and surveillance control.
