With the global economic and financial globalization, Chinese banking industry is gradually opening up, the interest rate market is represent the general trend, capital of the profit is more and more strong, the banking industry has become increasingly fierce competition. In order to cope with the increasingly fierce market competition, risk prevention and pressure to reform the management system of bank performance it is particularly important. From the end of last century, China banks began construction of performance management, and achieved good results with the construction of performance management, performance management system of the banks construction advancement, the corresponding also have some different problems in city commercial banks. To 20 years of rapid development, promote the healthy development of China’s financial market, perfect the construction of China financial system. But the city commercial banks in the performance management still exist many problems, managers should be directed to the bank’s own situation, analysis of performance management methods of the existing bank, Bank of the current operating conditions, the bank found in performance the problem of management. Then according to the combination of financial and non-financial indicators, construct the city commercial bank current management and future development of the strategic performance management system, balance scorecard based, effectively improve the city commercial bank’s performance management level.This paper uses the theory combined with the case, using the method of literature review, case analysis, questionnaire survey method, consider the application of Balanced Scorecard in the performance management system of Shanghai Bank branch in Suzhou. Firstly, using the method of literature review, through reading, analysis, collation of domestic and foreign literature, master the relevant content about performance management and balanced scorecard, formed a complete theoretical system. And with the Bank of Shanghai Suzhou branch as an example, through the analysis of the case of the bank, the bank to deeply explore the existing problems, analysis of Shanghai bank Suzhou branch of the existing performance management methods and the implementation of the balanced scorecard strategic performance management system the necessity and feasibility. After using the questionnaire survey method and AHP method, set the Shanghai Suzhou branch of the Bank of the corresponding weight balance scorecard strategic performance management system of the four dimensions and each dimension based on index. Through the above methods, the construction of strategic performance management system improvement based on the Balanced Scorecard of the Shanghai branch of Bank of Suzhou.
