In order to further promote the development of border areas, the state deployed border development strategy actively, and approved the establishment of the Guangxi Dongxing, Yunnan Ruili, Neimenggu Manzhouli etc. five key experimental zone for development and opening-up. In July 2012 the State Council approved the establishment of Guangxi Dongxing key experimental zone for development and opening-up (hereinafter referred to as Dongxing experimental zone).
