With the deterioration of the economic environment and development of informationization, transformation has become an important part of the development strategies of operators. Traditionally, operators are providers of communication services. With the advent of the information age, simple communication services have been unable to meet the needs of customers. Operators have begun to realize the need of transformation to providers of information services. ICT services are the products of the fusion between IT and CT. In this field, operators can fully exploit the advantages of communication services. Thus, ICT services are considered as one of the earliest attempts of operators in transformation businesses. Among the three operators in China, China Telecom is the earliest one setting foot in the ICT field. Moreover, it has established China Telecom System Integration Co., Ltd. to specialize in ICT services.GXJC was founded in 2004. It is a subsidiary of Guangxi Telecom specializing in ICT services. Although the benefits of Guangxi Telecom rank in the forefront of Guangxi communication operators, replacement rate of landline businesses by the mobile business of Guangxi communication market is far lower than the national average. It still takes a while to completely release the replacement risks. Guangxi Telecom is faced with severe threats and challenges. Therefore, Guangxi Telecom should explore new business areas and attempt to develop new business to pursue increased performance, so as to maintain market competitiveness. The transformation of Guangxi Telecom is mainly explored and developed by GXJC. As for this paper, it carries out a thorough study of the development strategies of GXJC to expand ICT services. Firstly, the paper analyzes the macro environment of the ICT industry, gives an overview of the current development status and future development trends and summarizes the challenges and threats of developing the ICT industry through PEST analysis and Porter’s Five Forces Analysis. Secondly, it briefly introduces GXJC and evaluates the corporate brand, human resources, products, qualification, customer resources and financial status. Thirdly, the paper conducts SWOT analysis on the basis of external and internal environments, establishes SWOT matrix models and determines the adoption of the incremental strategy as well as content of overall strategies and competitive strategies of the company. In order to guarantee the accomplishment of strategic objectives of the company, the author demonstrates the detailed strategic implementation plans and protection programs in a separate chapter.Through the research on ICT strategies of GXJC, the author expects to improve the overall competitiveness of the company, help the company to become the industry leader, explore new directions for the business transformation of telecom operators and promote the informationization of Guangxi Province and even China.
