Research On Promotion Of The Ability To Undertake International Industrial Transfer Of The Great C-Z-T Urban Agglomeration

Since the reform and open to outside world, Chinese eastern coastal areas have experienced booming economy and merged into globalization rapidly through undertaking international industry transfer, which brought advanced technology and management experience. With the rising costs of production, energy shortage and environmental governance problems have become increasingly prominent in the eastern regions. Meanwhile, with the support of "rising strategy in central region", the central regions have gradually been favored by FDI. As an advanced form of urban economic development, urban agglomeration has become a geographical unit to participate in international competition. Therefore, research on evaluation of the ability to undertake international industrial transfer of central region urban agglomeration, not only helps the investors to make correct decisions, but also provide an important reference for the international industrial receiver.On the basis of the theoretical model of industrial transfer, which is proposed by the domestic scholars, combined with the theories of location choice of FDI, the paper designed an evaluation index system of international industrial transfer capabilities, which consists of four sub abilities including attraction, discernment, support and development. Considering the research objects are not independent space unit such as provinces or cities, the paper proposes a new idea, by referring to the "3D" theory of the new geographical economics, that there is another ability "coordination" which contributes to the urban agglomerations. Thus, we finally formed a set of evaluation index system which includes 5 first level indicators,12 secondary level indicators,29 third-level indicators.Then the paper takes the great Chang-Zhu-Tan urban agglomeration as an example. Firstly, it describes the economic development and the status of undertaking international industrial transfer, and puts forward the main problems in the process of undertaking international industrial transfer. Then the article compares the great Chang-Zhu-Tan with the other 5 urban agglomerations in the central region, using the principal component analysis and analytic hierarchy process, to carry on the empirical analysis of the international industrial transfer. The results show that the great Chang-Zhu-Tan urban agglomeration has a comparative advantage in coordination, but has a comparative disadvantage in other 4 abilities. At last, the paper puts forward some policy suggestions to promote the ability to undertake international industry transfer for the great Chang-Zhu-Tan urban agglomeration.
