Since its emergence, human has been through many ages, including the age of slash-and-burn cultivation, the period of agriculture-leading, the stage of mechanical civilization, the age of ecological civilization with building the resource thrift and environment friendly society. Actually, the process of social development is essentially equal of this process that people use nature resource and acclimate environment to meet the growing material and cultural needs through economic activity. After industrial revolution, as national industrialization propelling, more and more natural resource was exploited, regional economic has develop to a rather high level, but resource drained and environmental degradation become ever more serious.This paper started with the development of urban agglomeration, emphasized the research on the condition of being harmonious of resource-environment-social-economy compound system. Above all, the article used the projection pursuit clustering evaluations mothed based on RAGA, to evaluate harmonious status of RESE system under Visual C++6.0.Then analyzed harmonious development trend within subsystem, between these subsystem,and the whole system. The results indicated that harmonious degree presented a stepwise rising trend from 2000 to 2008, especially, the compound system increase obviously, increasing almost as the regular of linearity. The compound system went through the stage of disharmony-the verge of disharmony-inadequate harmony-good harmony. The compound system held out the condition of progress and contradictions co-exist. Moreover, the results also showed that applying the methods of real coding based accelerating genetic algorithm to solve the hierarchical cluster analysis and stepwise discrimination analysis is feasibility and accessibility. Then do better for giving meticulous guidance on regional development and determining trends.In addition, under the background of matlab, we used grey RBF neural networks to forecast the trend of harmonious development about the compound system in five years, then analyzed the forecasting results. It showed that the harmonious development of compound system presented a nice rising trend in its totality. Speaking on the technology layer, integrating grey artificial with RBF to research the fields of urban development, will be beneficial for simplifying the prediction process about compound system and reducing the workload on data acquisition and processing, which based on higher precision insurance. These are strong practical significance.Enrich of the theme of resource-saving, environment-friendly, development-harmony, the recommendations on building the harmonious urban agglomeration were given. It specifically includes four aspects: from the aspect of general development methods, we should actively promote the ecological civilization, unified plan to bring about to regional cooperation;from the regional level, meanwhile, take measures to press ahead the leap-forward development of Chang-Zhu-Tan urban agglomeration on some specific areas, such as industrial structure, resource allocation, system mechanism reform, under the theme of resource-saving, environment-friendly and development-harmony; from the viewpoint of resource-environment subsystem, we should actively step up efforts to environmental improvement and environmental engineering, make greater efforts to strengthen environmental management about key river valleys and regions; based on economy subsystem, we should take great emphasis on redoubling its efforts toward structural adjustment, construct a fairly complete eco-industry system. In the sense of social subsystem, the author propose that we should central on people-oriented, increase input in public service, perfect the input assurance system of urban education, medical facilities, insurance, housing and so on,then set up a harmonious society.
