Integrated Developing Level Of Urban And Rural Areas Based On Development Of Small Towns

The history of China’s urban and rural integration, from the 16th National Congress of "the road of urbanization with Chinese characteristics" to the 17th National Congress of "promote the coordinated development of big and medium cities and small towns ", then to the 18th National Congress of "the new urbanization", from the point of national history, this is a process of progressive transformation. Reasonable promote urban-rural integration is a path to realize industrialization and modernization in our country. Small towns as a bridge connecting urban and rural, can brought the urban material civilization and spiritual civilization to the countryside. To quickly and efficiently realizing a complete coverage of urban and rural integration in our country, the best way is to increase the development of small towns. However, how to develop small towns, what development pattern can be conducive to the integration of urban and rural, still have no clear strategy. Therefore, this article takes Panjin Tianjia town as an example, through the integration of urban and rural areas to analyze small towns development models and countermeasures, to actively promote urban and rural integration to be fully implemented.Through the establishment of small town rural integration evaluation model, this article use 2010-2014 five-year Tian Town related index data, build Tianjia town urban-rural integration development level measurement model, use the mean standard method and entropy weight method, study the urban and rural integration development level, promoting mechanism and process system in Tianjia town from 2010 to 2014. The main conclusions are as follows:(1) Build the small towns development evaluation model of urban and rural Integration. The model taking urban-rural integration composite index as a target layer, taking an integrated system containing economic integration, social integration and ecological integration of the three levels to select indicators, and using the mean standardized method and entropy method to determine the index weight, establish a reasonable evaluation index system.(2) Take Panjin Tianjia town as empirical research, access to 2010-2014 urban and rural integrated development index, Clear Tianjia town 5-year trend of integration of urban and rural, summed Tianjia town the five-year development characteristics. According to the 2010-2014 Tianjia town integrated urban and rural integration development trend diagram the characteristics of each index in the present, Tianjia town will promote the integration of urban and rural development process attributed to the economic and social integration process of rapid development, they are intertwined, showed a trend of steady progress to the development of urban and rural integration.(3) According to characteristics of Tianjia town urban and rural integration development, put forward Tianjia town countermeasures for development of small towns from the aspects of economy, society and environment in the future.
