With the development of manufacturing 4.0 and the competition of globalizationd and marketization, the ability of geting resources and the quality of accessing resources determines fundamentally the survival of the enterprise. How to manage effectively the enterprise’s procurement process is the common problem of the enterprise. Almost all enterprises are inseparable from the procurement process in currently, The excellent enterprises have Procurement Management as an important part of corporate strategy, which change the capabilities of the resource configuration into a complete supply chain system,and gain profit and development space from the supply chain system. Supplier management is an important link in supply chain procurement management, which plays a big role in the process of enterprise procurement strategy implementation, The effect of supplier management is the foundation of formulating procurement strategy, which is the foundation of forming supply chain, so the importance of supplier management is self-evident. Then, for the TP business division of DQ company example,this paper analyzs the TP business division status quo of purchasing management and supplier management and discusses the existing problems, cause analysis, countermeasures study on the existing problems. Then, This paper puts forward the material classification method, the classification of the supplier and the supplier evaluation system for TP business division based on the purchasing strategy of the supply chain theory to lay the foundation for supply chain management system with logistics, information flow and cash flow as the management goal for the TP business division.The construction of supplier management system makes TP business division establish and carry out the purchasing strategy, which makes managers can see clearly the key points of the procurement management to guide the TP business division set up to purchase management system and form a good supply chain system.
