In recent years, food safety issues occur frequently, which seriously affected consumers’confidence both in the market and our government. These issues are not only detrimental to the economic development, but also not conductive to the stability and harmony of our society, so all countries around the world have attached great importance to food safety issues. Food safety management is a complicated and huge systematic project which contains many agents with different attributes, so regulators in the process of supervision and making regulatory policies need to consider the impact of different regulatory policies on different agents. Besides, our government need to consider the impact of agents’behavior on food safety, in order to promote the food industry to achieve stable and healthy development.Based on the domestic and international food safety regulatory policy studies, we propose to use a systematic and comprehensive perspective to expand research on this issue. The current food safety regulatory policy research is always with qualitative analysis and empirical research. For the food safety regulatory policy, this kind of research method exists deficiency, including the shortage of systematic and theoretical research, lacking of a multidisciplinary comprehensive study. In addition, most of the current study object is very clear, thus, model expanding is not strong enough. In the way of multi-agent modeling, the author builds a complex system which includes the government, food manufacturers, food processing companies, retailers and consumers. Based on the computational experiments, we use Anylogic software to explore those reasons behind the phenomenon of macroscopic through the simulation experiments. Therefore, we can provide some advice to our government, which help them carry out food safety regulatory policies. Regulatory policies contain three categories:institutional polices, instrumental policies, targeted policies, and our simulation experiment is divided into six different situations, experimental research content includes the regulator system settings, food market access conditions, the formulation of product price management policies, the establishment of government food safety inspection system, the government’s guiding policies of consumers and the establishment of food information traceability system.Through the theoretical analysis, modeling and simulation assumptions, the following conclusions are reached:(1) The supervision and administration of food safety is a complex systematic management project, interlinkages between those different agents. So the agent’s behavior is not related to its own properties but also related to the behavior of other agents in the system. Thus the research on food safety regulatory policies can’t only analyze a single body, but should have a comprehensive consideration of various agents in the system. (2) Compared with the decentralized cooperation regulation model, this study finds that integrated regulatory model has a higher level of supervision. If our government adopts the integrated regulatory model, the product fraction defective will be smaller and the product quality will be higher. (3) The improvement of market-access policies have a great significance on higher quality of food safety, which efficiently decreases the reject ratio of products.(4) The price control strategy is beneficial to improve the qualified level of our food and decreases efficiently the reject rate of market food, so it is a must for government to generate pointed strategies in food field. Our government need to consider factors in all aspects, trying to weight the advantages and disadvantages. In order to maintain the market stability, it is necessary making supervision policy vary with the changing environment and asserting the overall benefits of enterprise. (5) The government should make in correspondence with the current situation of both enterprise and market the supervision frequency, limit of punishment of defective products and so on. It’s better for them to carry out flexible and accurate supervision strategies so that they will reach the goal of efficient supervision. (6) High consumer complaints can not only reduce the probability of regulators making mistakes in their work, but also reduces the fraction defective of enterprise products, so regulators should actively improve the protection mechanism and optimize the process of consumers’ complaints. Secondly, regulators can decrease the cost of consumer complaints of substandard products and strengthen the guidance of consumers’ rights consciousness. (7) Establishing information tracking system will help consumers understand the information of products which they want to purchase, at the same time, it will enhance the company’s social responsibility and the sense of honor. It has a great significance to rectify the market order, enhancing consumers’ confidence in our market.From the aspects of research methods, research train of thought on the food safety regulatory policy research innovation, based on the food supply chain, according to the practical operation, this paper sets up the logic simulation model.The paper provides effective suggestions for the government to formulate food safety regulatory policies and provides a new research idea and method for the policy research.
