In recent years, food safety incidents can’t be banned again and again. The 2008 Sanlu milk powder incident began to draw people’s attention to the food supply chain, the 2014 KFC Fuxi meat incident aroused people’s more attention. The operation of food supply chain filled with information asymmetry which will lead to food safety risk. From an economic perspective, the nature of the food safety issue is market failure, which requires government regulation. But because of complexity of the supply chain and the lack of regulatory resources, all links supervision exists is costly and inefficient. The development of the supply chain and the agency theory just provides a new perspective for the government food safety regulation. As an agent of the government, the core business will in charge of the supply chain to maintain food safety, so as to achieve the purpose of controlling the entire food supply chain.Through building the core business risk control model and the government optimal level regulation model based on theories of supply chain、information asymmetry、government regulation、game and agency we find the core business has the ability to control the food safety of the supply chain by designing incentive mechanism, the government can control the core business in the case of controlling the cost of regulatory. The combination of these two models can reduce regulatory costs, improve regulatory efficiency, keep the food safety. However, in order to deploy regulatory resources, as the core business regulated by the government in reality, it is usually not only the leader of the food supply chain but also the the risk-prone business. In order to help the government find the agent and the core business and enhance operability, the paper selects、counts and analyzes the food safety incidents since June 1, 2009. The reality shows that food processing sectors are food safety risk-prone areas, food processing enterprises are the focus of government regulation and it should be chosen as the agent of the government. In order to help government and enterprises get a comprehensive understanding of the supply chain food safety risks, to improve regulatory efficiency, we built a statistical tables about orientation and qualitative. Finally, this paper puts forward some feasible suggestions about food safety regulation policies on the basis of the principal-agent model and the empirical analysis from aspects of food supply chain and regulation method.
