The Research On Evaluation Of Agent-Construction Management Performance Of The National Oil-reserves Expansion Project

For a long time,the government investment in public projects play a huge role in China’s economic development, but cause of the construction management system and other aspects, the government plays four roles as "investment, construction, management, use" at one time. There is still had some problems such as the "three super," "subject absence" and so on. To strengthen the government investment project construction management, improve project quality, the state introduced the views of the investment system, requiring non-profit government investment projects to be implemented, "Agent-Construction System".the state material reserve system in the finished oil expansion project also launched a pilot project Agent-Construction.Because Agent-Construction System in China is still in its infancy, the related management institutions,mechanisms,laws and regulations are not perfect. At the national oil reserves expansion project agent-construction process, lack of effective supervision, assessment and evaluation tools to agent-construction management activities. Currently, the evaluation of the construction management performance are focus on the quality, progress, investment, using post-evaluation model, was inconsistent with such a large investment, long cycle-time. Therefore, how to establish a reasonable and effective evaluation system on behalf of the project agent-construction performance, to supervise,assess,evaluate the performance of the whole management of agent-construction.make the project as a controlled-mode, become the key to the success of Agent Construction System of the notional oil-reserves expansion project.In this paper, analysis the current status of the development and study on Agent Construction System,researched the relevant literature and theory on agent-construction,project management and evaluation of performance,summarized the problem of the National Oil-reserves Expansion Project agent-construction management. On this basis,designed the management process of National Oil-reserves Expansion Project agent-construction,built a evaluation system of agent-construction management performance.Then,used the method AHP and Fuzzy,established a evaluation model of the National Oil-reserves Expansion Project agent-construction management performance. Finally, took one warehouse expansion project as an example, use the model established to evaluated the performance of the agent-constructor, then analysed the result and gave a advisement to improve.
