High-tech industry is the main power to promote the new round of economic growth, under the new normal, the growth of high-tech industry is correlated with the adjustment and optimization of the whole national economy structure.The appearance of network has made the collaboration between the high-tech enterprises a wilder space. The form of innovative network has strengthen the competition of industry and enterprise,promoted the technological progress and improved the economic benefit.At first,this paper combed the theory of industrial innovation growth,the theory of innovative network and related research status. Then,this paper explored the components and their interaction of the innovative network in high-tech industry,analyze the interact relation between high-tech industrial growth and innovative network.This paper considered that innovative network can improve the high-tech industrial innovation performance,the industrial competitiveness,the industrial innovation capacity and also can optimize the industrial structure,etc.Also,this paper analyzed the innovative network optimization by using the theory of innovative network coordination.After that,from the perspective of system dynamics,this paper build interaction flow diagram for the high-technology industrial innovative network,using the high-tech industrial data from 2000 to 2014 in the statistical yearbook to simulate the operational process of innovative network and inspect the authenticity and sensitivity to filter the sensitive factors which affect the output of innovative network.This paper utilized synergy degree model to compute the degree of order and synergy degree level of subsystem for high-tech industrial innovative network in China.From the analysis above,this paper summarized R&D investment funds in the enterprise,Government Policy Support and the Intermediaries consummate degree are sensitive factors affecting the output of innovative network,and adding the input of these factors can increasing the output of the innovative network.Nonetheless,adding a large number of input of any factor can not make unlimited influence for output;the amount increase of orderly degree for technology absorption subsystem is slower than the other three subsystems that leads to the limited gains of innovative network synergy degree.Thus,this paper put forward strategy choices to promote the growth of high-tech industry in China from the perspective of improving sensitivity factors of the innovative network,improving the technical absorption subsystem,optimizing the enviroment of innovative network.
