The tourism industry as a new growth point of national economy, an important part of modern service industry and strategic industry is to adapt to people’s consumption upgrading and industrial structure adjustment, to promote the underdeveloped areas of poverty,promoting economic and social development and improve the ecological environment of great significance. Qinglong County as the industry of poverty areas in Hebei Province, the transformation of Yanshan mountainous areas, minority autonomous region, has richly endowed by nature of natural resources and colorful cultural resources, which provide a strong guarantee for the tourism supply side reforms. After 20 years of development, the industry "skeleton" Qinglong County tourism basic shape, but is still in the primary stage of the development of the tourism industry, many tourist activities are lack of guide and regulate the tourism development strategy.As China’s economic development into the "new normal", Qinglong County economic development also in the structural adjustment efforts, strengthen industrial development first to third, avoiding second industrial development around. Among them, the tourism industry as the leading industry of the tertiary industry, and the County of Qinglong County, we should rely on "integration of Beijing, Tianjin and Hebei" and Qinhuangdao "tourist city" strategic opportunities, "quality" and "quantity" to seek abreakthrough on,create structural integrity, clear theme, rich layers of tourism network development pattern.Based on strategic management theory, competitive advantage theory, regional development theory and tourism spatial structure theory, this paper analyzes the advantages,disadvantages, opportunities and challenges of the development of the tourism industry, and introduces the external environment and internal environment factors of the development of the tourism industry by using EFE,IFE matrix analysis method. Based on the SWOT matrix analysis, the strategic direction, strategic positioning, strategic choice and strategic objectives of the development of the tourism industry in the county are put forward. At the same time,put forward specific measures to the development of the tourism industry in Qinglong County,one is taking advantage of the opportunity, strengthen the development of the tourism industry transformation threats, external support; two is to take advantage of correcting weaknesses,promote the tourism development of internal strength.
