As an important part of tourist industry, rural tourism is playing a special role along with people's continuous increasing life level and their lasting changing requirements to tourist. Rural tourism contributes a lot not only for tourist industry, but also for the economic and social development of our country. Nowadays, the social formation of our country is transiting from industry civilization to ecology civilization, at the same time, tourist industry has entered leisure stage from sightseeing stage. That brings great chances and challenges for the development of rural tourism, and it is a tendency to develop leisure tourist industry at present.As an important role, rural tourism has greatly promoted region tourist's transition. Nowadays, Village tourist not only confronts with new development space, but also new stage of raising innovation development. They are major issue how to grasp chances, how to satisfy market need and how to develop. As managing entity, it is an essential task and a vital premise for sustaining development to formulate a practical development strategy and put it to practice for rural tourism enterprise.The theory and research approach of strategic management have been introduced to this paper after reviewing relative documents and theories. It formulates a strategy-formulation framework by the thread of"analysis and assess of strategic environment-strategic matching-strategic choice-strategic formulation". This paper sets Hongshan town tourist development Co., Ltd an example, which has plentiful resources, is established in short time and possesses great development power, puts the strategy-formulation framework into strategy choice and formulation of Hongshan town tourist development Co., Ltd, then puts forward some practical strategy measures and relative protected measures for it. This paper provides an illustration for the application of strategy-formulation framework into village rural tourism enterprises. Some suggestions of enterprises'sustainable development are given in the last according to the development course of rural tourism enterprises.
