Research On The Scope And Schedule Management Of The Tower Assets Inventory Transfer Project

Tower Asset Inventory and Transfer Project is the major and influencing work of national telecommunication operators after the establishment of the China Tower Company(CTC). This project faces the challenges of the number of multi-types asset, the complex of asset, the short-time progress of plan. So, the cooperation of operators, CTC, asset evaluation company, base station(BS) agent maintenance company and other units is necessary. "How to determine the project schedule", "how to plan under the change occur", "how to reduce the bad influence to the minimum", "how to ensure the progress" are four main aspects of this article. After research, it is clear that the Project Scope and Schedule Management directly affect the quality and amount of assets transferation, also indirectly affect the maintenance work of BS afterwise.First of all, this paper introduces the concept and theory of project scope management and project schedule management. By explaining the relationship between project scope, time and cost, this paper reveals the importance of scope management. A brief introduction of the scope and schedule management used WBS, CPM, PERT and Gantt chart, it shows the control flow for scope and schedule management. It is the theoretical foundation. Secondly, the paper describes the scope management of this project. The scope is defined by WBS and the work responsibility matrix is planned. The scope changes and controlling effect be shown. Then, the paper describes the progress of the project management process in detail. According to characteristics of the project participants to experience less, choose the PERT method on the duration of the project, the formation of Gantt chart project schedule planning, clear the critical path of the project. The paper also lists the document output schedule management process, presents the progress control of key process. Finally, this paper summarizes the the project scope and schedule control in the actual combat experience and the management efficiency, verification of theories of management. It also pointed out that the "organizational communication, resources and support, feedback," work on the importance of the project.
