With the transition of Chinese telecom carriers from traditional business to ICT(Information,Communication,Technology)business,the functional management pattern can’t fit the need of business development.ICT business can help users promote the capability of management.The ICT project management is difficult because of the complication of business,the endless period of development,the uncertain demand and the huge investment.According to the statistics,success rate of telecom carriers’ ICT project is only about 30%.Nowadays,Chinese telecom carriers established relevant method and process to control the commercial opportunity,cost,profit,reward,support and choice of partner.But it’s not enough in the management of scope,schedule,quality,communication and risk.So this thesis will put emphasis on two evident problem of ICT project management,scope and schedule.The success rate of ICT project will be increased by promoting the level of management of these two aspectsThis thesis deeply analyzed some problems that exist in the management of ICT scope and schedule of Chinese telecom carriers.There are six problems that is unclearness of the scope,weakness of the awareness of scope management,ineffective of the control of scope changing,difficulty of the control and estimation of project schedule,shortage of the capability of risk estimation,lack of effective schedule control methods.It developed some research that aimed at these problems.The thesis used project combination management and expert consulting to program the ICT project of telecom carriers and formulate relevant scope management and change control process for the ICT project in the service scope that telecom carriers can provide.It formed a series of methods and process to manage the ICT project scope of telecom carriers.Meanwhile,the thesis analyzed some methods and tools of project schedule management: 3-Point Estimation,PERT,Critical Path Method,probability method,earned value method.These methods were used in the ICT project schedule management to formulate relevant process to plan the ICT project schedule and control it.It formed the method of ICT project schedule management.It’s innovative and practical in telecom carriers’ ICT project management.It can solve most problems in scope and schedule management.The methods that mentioned in this thesis succeeded in the project of Safety A Area.
