For the construction engineering enterprises by the direction of construction, the human resources-- project management staff is the key carrier of enterprises’ capability and technological level, they are also the key force of the project proceed smoothly. And their management level is very important to the survival and development of the enterprises,it can be also the basis of corn competences underpinning competitive advantage. Due to the characteristics of the construction industry, the performance appraisal to project staff is in a long period of obscure,and it is very difficult to accurately quantify. In order to adapt to the increasing fierce competitive environment, how to do corporate performance assessment,mobilize the enthusiasm of the staff, and retaining talent are important problems enterprises are facing.This paper examines the whole characteristics of the construction industry at the present stage, and comprehensively analyses the achievements inspection present situation at home and abroad, then deeply analyses the difficulties of current performance management system. The paper presents management by objectives, the key performance indicators and the balanced scorecard method to design the performance appraisal system about the enterprise. At the same time, this design also makes a plan to the issues in the implementation process and the application of results of evaluation to improve the performance management method, guarantee that the results investigates fair, true and valid, raise the whole results level.We believe that an effective performance appraisal system can smoothly carry out must be based on three aspects: one is effective talent management and care for people attitude; the second is paying attention to the protection and improvement effect of performance evaluation process and subsequent results; the third is making the best use of the results of performance appraisal. Only seriously to do these three areas that performance appraisal system could be getting good results. We also hope that these thesis aims at providing the reference to similar company and improve their human resource policies for employee recruitment、placement、retention and so on.
