Study On The Management System And Policy Of Transformation And Promotion From Chengdu Integrated Boned Zone To Free Trade Zone

In the 21st century, market globalization, economic integration and trade liberalization are sweeping the world. China has set up four free trade zones in the coastal cities, which is aimed at expanding opening up, deepening domestic reform. With the further development in economy, East region and West region also need collaborative development, Inland opening is the inevitable choice for China open economy. Chengdu is an important city to the West and South in Chinese opening-up strategy, an intersection and linkage point between Silk Road Economic Belt and Yangtze River Economic Belt. Chengdu bears great responsibilities for innovative development demonstration and innovation driven reform experiment in the western region. Therefore, it is necessary on the basis of Chengdu Integrated Bonded Zone transform and upgrade to the free trade zone. This is the way to the future development of Chengdu.Innovate management system and policy system is the essential foundation for Chengdu establish a free trade area. In this paper, based on comprehensively understand the general situation of free trade area, explore the causes and conditions cause for the free trade area establishment. Through a large number of data, comprehensively analyze the necessity and feasibility of constructing Free Trade Area in Chengdu. Based on deeply analyze the management system and current policy of Chengdu integrated bonded zone, found that there is still a huge gap between Chengdu integrated bonded zone and free trade zone in the management system and policies. There are many problems, such as poor administrative management, non-standard investment management, inefficient customs supervision, low financial openness, unreasonable tax preference, and so on. By comparing the typical cases as Shanghai free trade zone and Taiwan free trade area, learn from their successful experience, then come to that Chengdu establish a free trade zone, need to reform the management system, and improve investment, customs supervision, finance, tax policies.
