Research On The Transformation Of Comprehensive Bonded Zone Towards Free Trade Zone

It has passed two decades ago since the State Council approved the first Free Trade Zone-Shanghai Waigaoqiao Free Trade Zone in June,1990.Free Trade Zone has made a great contributions for development of economy.For example,attracting and using foreign capital,expending export,upgrading the industrial structure and regional economic development.But with the global economic slowdown, subdivision of global value chain, and further deepening of regional economic integration, our country is gradually to the open economy development, during the new economic situation the policy advantages of bonded areas has faced a big threat.However, as the first free trade zone- Shanghai Free Trade Zone under the conditions of the socialist market economy, it has been almost for two years, this is the "top-level design" and "touch stone across the river" produced by the combination of new achievements, the establishment and development of free trade zone in Shanghai will set off a new round of opening to the outside world in our country and the system mechanism reform, and will provide a beneficial reference for the transformation from the Bonded zone to the Free Trade Zone.Along with the strategy of free trade zone implemented quickly, the transformation and upgrading of the Dalian bonded area will help to form a center of the new situation which drives the development of surrounding cities, will help to accelerate the construction of Liaoning’s coastal economic belt, will help to improve the whole level of the Northeast of China open economy, will make Dalian to be demonstration area of China-South Korea FTA, will help to speed up the northeast Asia regional economic integration.In the first part of this paper,we analysis the background of the bonded area in our country and the meaning of transforming into the free trade zone, and then introduces the related research of home and abroad.The second chapter introduces the basic concept and theoretical basis of research.The third chapter, at this part we firstly analyze the development of the Dalian bonded area, then prove the necessity and feasibility of transforming into the free trade zone, and then use the principal component analysis and factor analysis method to evaluate the development performance of the Dalian bonded area. In order to prove that the transformation of Dalian Comprehensive Bonded Zone towards Free Trade Zone is imperative.The fourth chapter analysis the successful experience from Germany Hamburg free port and Shanghai FTZ and learn lessons from them.On the basis of the above chapters,in the last part of the article,the writer puts forward the policy suggestions in the transformation from Dalian free trade zone to the free trade zone.
