From The Bonded Port Area To The Free Trade Zone - Tianjin Dongjiang Bonded Port Area Functional Transformation Of The Feasibility Study

With the process of economic globalization and regional economic integration speeding up, the status of port in the regional economy is increasingly enhanced and plays a bigger and bigger role in the regional economic competitiveness. Tianjin Port as the largest trade port in north China and one of the international trade ports has vast radiated space in the "Three Norths". Tianjin East Port Bonded Area is the second bonded area approved by China government after Shanghai YangShan Bonded Port. And it is the largest one of China now. Learned from the current international practices, it plays a major role in constructing of the international shipping centre and the north international logistics centre. It is necessary to build Tianjin Eastern Port Bonded Area as a local free trade port having the basic characteristics of "within the border and without the Customs".This paper is taken in a logical way of gradually in-depth discussion. The basic thread of the paper is: 1st, defining the concept of the bonded area, the bonded port and free trade zone and elaborating the theories of Tianjin East Port Bonded Area. 2nd, analyzing the feasibility of Tianjin Eastern Port Bonded Area transition into Free Trade Zone. By introducing the operating mode and successful cases of the Free Trade Zones, the basic conditions of the transition into a free trade are showed up. This paper focuses on the SWOT analysis of Tianjin East Port Bonded Area's transition and points out the strategic choice of building the Free Trade Zone in Tianjin Eastern Port Bonded Area and the need of restructuring. Finally, provides the policy recommendations of Free Trade Zone development from four areas: legal system, customs supervision model innovation, development policies and management system reform.In the research methods, the author uses mainly qualitative analysis, combination of theory and data analysis, comparative analysis and empirical analysis. The necessary data and graphics make a more convincing conclusion.Via studying and researching, this paper gets the following conclusions:First, the transition of East Port Bonded Area to a free trade zone is imperative. China needs to accelerate integrating process of establishing their own free trade zone in appropriate regionals. It is required by the integrate into the world economy.Second, through SWOT analysis it has been saw, East Port Bonded Area has the basic conditions of the transition to a free trade area, but also face the issues and difficulties of restructuring. East Port Bonded Area can take full advantage of the favorable conditions for Comprehensive systematic reform, a restructuring of the pilot to be an experimental area.Third, the proposed mode of East Port Bonded Area become to Free Trade Zone is illustrated in this paper. Recent model is bonded area and gradually expanding the multi-funxtions of free trade zone. Long-term model is Free Trade Port with hinterland.Fourth, using the successful development experience of international free trade zone for reference and integrating some reform conditions supported from Comprehensive systematic reform ,some corresponding policy for the transition to Free Trade Zone are recommended.
