Construction of the high standard grainfield is the important strategic initiatives to increase grain production and ensure national food safety in Henan Province, its purpose is to keep grain area, ensure grain yield and the income of farmers. The existed construction standards only emphasize the state that should be achieved after completion of the high standard grainfield but does not explain the specific construction methods and rules, which cannot effectively guide the practical work.Based on the relationship between the cultivated land quality, infrastructure conditions and the growth of crops, in the meanwhile, it takes the requirements of high standard grain filed into consideration, the research established the suitability of evaluation system of high standard grainfield from standard conditions. Further studies were conducted to confirm the spatio-temporal arrangement and construction procedure by evaluation results. It has also tested the theories above-mentioned by taking MengZhou City as a case. The main research conclusions are drawn as follows:Regarded the standard conditions as targets of land use, the research build a high-standard grainfield suitability evaluation system based on the evaluation method of land, which includes five aspects: the division of the evaluation unit, the selection of evaluation factors, quantitative evaluation factors of quality score, the calculation of the comprehensive score, and the analysis limiting factor. The participating factors are selected by analytic hierarchy process from the quality of cultivated land,infrastructure conditions, technical follow-up and socialized service.The construction of high standard grainfield consists of three major tasks: spatial arrangement, sequence scheduling and project planning. For spatial arrangement, the unstable grainfield should be excluded firstly by space stability evaluation, which means the exclusion of grainfield which overlap with land use planning, urban and rural planning; secondly, the suitable degree of evaluation unit can be determined according to the suitability evaluation results; finally, based on planning task of highstandard grainfield construction, the field with low suitability should be excluded, the remaining fields is high standard grainfield construction area. For sequence scheduling, it starts with the easiest and considers the local conditions, the town with more high suitability field and less restrictive factors should be given high priority.Project planning of high standard grainfield transform the restrictive factors for the purpose, suit measures to local conditions, and construct what it needs.In the case study of MengZhou City, high-standard grainfield suitability evaluation system choose seventeen indicators, such as the slope, degree of aggregation, guaranteed rate of irrigation, drainage condition and so on. The evaluation regions are divided into five grades through the comprehensive score calculated by weighted method. Supposing the research area is 70% of the arable land, construction area of high standard grainfield is 22818.25 hm2, mainly concentrated in the central and eastern regions, the research divides the construction sequence according to the proportion of high suitability grainfield in each country.The project plan is based on the specific restriction factors of each evaluation unit.
