Study On Layout Optimization Of High Standard Grainfield In Hebi City Under The Background Of Three-Ization Coordinated Development

The problem of cultivated land protection with the aim of grain security has been the research focus of land resource management,and it is also a major problem related to the national economy and the people's livelihood.With the rapid development of society and economy,the sustainable utilization of cultivated land resource must be confronted with various challenges brought about by the process of " three-ization"(industrialization,urbanization and agricultural modernization).Hebi city is located in the overlap region between the Central Plains Economic Area and the National Grain Production Core Area in Henan Province,and the strategy of three-ization coordinated development which is not at the expense of agricultural production and grain security becomes the inevitable choice of local government.Therefore,the layout optimization of High Standard Grainfield in Hebi city under the background of three-ization coordinated development is not only the inevitable course to ensure grain security,realize the protection of cultivated land and the sustainable utilization of cultivated land resources,but also is an important measure to ease land use conflicts,realize intensive and economical use of land resources.This paper takes Hebi city of Henan Province as the research area,and takes the three-ization coordinated development strategy as the research background.Comprehensive applying the theories and methods of management,economics,resource science and other related disciplines,with the help of 3S technology and using remote sensing,geo-information system and mathematical statistics software tools such as Envi,ArcGIS,IDRISI,Fragstats,SPSS,and we can get the main conclusions are as follows by the analysing of dynamic change,driving mechanism and layout stability of cultivated land,as well as the studying of arrangement and path of High Standard Grainfield layout optimization of Hebi city.1.Dynamic change regulation of cultivated land in various stages of three-ization coordinated development.In the formation stage of three-ization coordinated development(1993-2003)that the quantity of cultivated land in the studyarea increased,but the overall quality level showed a downward trend,yet in the lifting stage of three-ization coordinated development(2003-2013)that the quantity of cultivated land in the study area decreased,but the overall quality was significantly improved.The dynamic change of cultivated land resources in the study area shown differences not only in time series,but also in spatial variation,moreover the quantity and quality of cultivated land were shown as “two counties>three districts”.All in all,the dynamic change characteristics of cultivated land in Hebi city were basically consistent with the the phase characteristics of three-ization coordinated development,and with the advancement of the three-ization process,the utilization of cultivated land resources has changed from extensive to intensive.As we can see,the dynamic change regulation of cultivated land has important guiding significance for the layout optimization of High Standard Grainfield and protection of cultivated land resources.2.Dynamic change driving mechanism of cultivated land under the background of three-ization coordinated development.The process of agricultural modernization and regional economic development were the two core driving forces for the quantity and quality change of cultivated land in Hebi during the past 20 years.Based on the view of three-ization coordinated development can be subdivided into drivers of agricultural development which including the level of agricultural production,the progress of agricultural technology,the structure of agricultural planting and the characteristics of cultivated land location as well as drivers of economic development including the social economic level and the peasant economic condition,these six factors can be regarded as the "incendiary substances" that driven the dynamic level,and coordinate the natural ecological benefits and social economic benefits from the system and mechanism level.Overall,the High Standard Grainfield layout optimization is expected to provide a guarantee for the sustainable utilization of cultivated land resources.4.Regional three-ization coordinated development strategy based on High Standard Grainfield layout optimization.The High Standard management,fostering the professional organization.
