Research On The Economiccompensation Model Of Cultivated Land Protection Inshaanxi Province

Currently,the relationship between human and land is becoming more and more sharp contradiction in our country, and protecting cultivated land resources is in need badly. The world’s most stringent farmland protection system presents a constructivecharacteristicobviously, so the lack of enough incentive mechanism leads to little arable land protection work.Some areas, such as chengdu city, dongguan city, foshan city, pudong area, suzhou city, linhai city, cixi city and so on, carry out the work of cultivated land protection compensation. These attemptsprotect the limited arable land resources effectively and offer a rich empirical data about promoting the way of economic incentives to protect cultivated land. So, as an important measure and effective means to crack the cultivated land protection predicament and realize the target of cultivated land protection, the economic compensation of cultivated land protection has become the important subject to be solved. The way of economic compensation has important practical significances on strengthening the subject to protect arable land, coordination the contradiction between “eating” and “constructing” and sticking to the arable land “red line”.On the basis of the theories of economic compensation about farmland protection and in combination with the pilot work in typical region both at home and abroad, this paper takes Shaanxi province as example, whose economic development has huge differences, food’s supply and demand is just balance and ecological construction is a difficult task, and works on the followingresearches. Firstly, analysis thepresent situation of cultivated land using in Shaanxi province and discussion the internal relations among the quantity of cultivated land, intensive using of construction land and urbanization. Secondly,summarizing the specificpractices about domestic economic compensation model of cultivated land protection and learning the precious experience. Thirdly,building the economic compensation model of cultivated land protection in Shaanxi province, which covers subject, object, zone, standard,fund and so on.The main results show a triple “city-county-town”arable land protection economic compensation modelfirstly, which includs compensation subject, object, zone, standard, capital, mode, regulation and so on. Secondly, in the year of 2014, the total food deficit of the cultivated land in Shaanxi province were 336.25 thousand hectares, and the ecological deficit were 427.59 thousand hectares. Meanwhile, the per-capita level of the food deficit of the cultivated land was 0.015 hectares, and the ecological deficit was 0.011 hectares. And based on the perspective of food and ecological security, calculations above, 6 paying areas of economic compensation for cultivated land protection(Xi’an, Yangling, Tongchuan, Hanzhong, Ankang and Shangluo), 4 repaying areas(Yulin,Yan’an,Weinan and Baoji) and 1 balance area(Xianyang) were divided in Shaanxi. Thirdly, by the approach of Opportunity cost, the ideal value of the cultivated land development right in 2014 was 599.649 yuan per square meters, the actual value of it was 11.993 yuan per square meters, and the actual value of compensation standard was 3.634 yuan per square meters, that is, 2422.595 yuan per mu.
