Research On The Financial Support For Underdeveloped Areas In The Construction Of New Urbanization

In the past, there were some problems in China’s urbanization, such as over reliance on government financial support, leading to serious local fiscal deficit and so on. Along with our country to accelerate the construction of new urbanization, the role of financial system supporting new urbanization has become increasingly prominent. However, China’s current financial system is not perfect, the mechanism of which is inefficient, not only a waste of money, but aslo seriously restricting the pace of urbanization, particularly in the less developed areas in the Midwest of our country. Thus, as the problem of financial support for the new urbanization, we need to take a deep study on the financial support path for the construction of new urbanization in less developed areas, which will not only improve the construction of urbanization with the theroy of financial support system, but also put forward policy advices for accelerating new town construction in the less developed areas.We firstly review and summarize the domestic and foreign literature on the financial support for urbanization, and have expounded the theory of financial development and financial support for the construction of urbanization, which constitute the theoretical basis of this paper. Secondly, we tend to systemly analysis the financial demand and supply in the process of new urbanization at less developed areas from the perspectives of the relation between new urbanization and financial support, the characteristics of the financial needs, and the the status quo and problems of current urbanization in undeveloped areas by financial support, which form the theoretical framework. Thirdly, according to the elements of the new urbanization, we divide the new urbanization into three aspects, such as land urbanization, population urbanization, industrial urbanization, and discuss the different concepts of urbanization respectively from the three aspects of the new urbanization in underdeveloped areas, as well as the requirements of financial support and financial support path of new urbanization. Finally, we explore the path of financial support for the construction of new urbanization taking Longfeng town of Enshi city as an example. The main innovations of this paper are as follows: First, the research perspective is novel. Under the background of speeding up the construction of new urbanization and implementing accurate poverty alleviation, we take the comparison of new urbanization and traditional urbanization construction, the analysis on the diversity and difference of financial needs for urbanization construction. With the financial needs of the concept, we further decompose the construction of new urbanization into the financial needs of land urbanization, the financial needs of industry urbanization, the financial needs of the population urbanization and so on, and to investigate and adapt to the financial support path for the new urbanization. Second, the research method is novel. we takes Longfeng town of Enshi city in Hubei province as an example, to explore the path of financial support for the new urbanization in less developed regions.
