Along with the global economic integration and the development of science and technology information, all kinds of organizations are faced with varying degrees of pressure. The challenges and temptations that employees face within the organization are also increasing. Because of the difference between the individual and the working environment, in the work process, here will inevitably be not in conformity with the task requirements of the behavior, that is, the counter productive behavior of employees. The counter productive behavior is a part of the surrounding performance that is detrimental to the organization. It refers to that the members in the organization cause negative impact or damage of the independent behavior to the organization itself or the tangible property,intangible property.In this paper, using the questionnaire survey method to employee survey a public enterprise in Tianjin, questionnaire design is based on the theory of domestic and foreign scholars on employee counterproductive work behavior, combined with the characteristics of public employees counterproductive work behavior of, work out public employee counterproductive behavior questionnaire. A total of 592 questionnaires were recovered in this questionnaire, and the data were analyzed by SPSS software. Through factor analysis for public employees,anti production behavior is divided into five dimensions: slack,resource damage, interpersonal malicious, departure from the organization, sabotage.Finally, according to these five dimensions, the corresponding control strategy of public enterprise employees’ anti production behavior is worked out. First, public employees slack behavior, considering the control strategy from the three aspects of the personality test,organizational culture, organizational attraction. Second, the public enterprise staff’s resources damage behavior mainly from the value, the organization training two aspects to carry on the control. Third, public enterprise employees interpersonal malicious behavior,can be from the informal organization, leadership, interpersonal relationship three aspects of control. Fourth, the organizational behavior of employees of public enterprises can be controlled from three aspects of organizational structure, organizational culture and organizational justice. Fifth, the public enterprise staff’s sabotage behavior, can from two aspects of the laws and regulations and incentive system analysis. Through all aspects of the control strategy, the frequency of anti production behavior can be reduced, and thus improve the staff’s enthusiasm for work, and effectively complete the task. This study extends the employee counter productive behavior research area.A more specific anti production behavior control strategy for public enterprise employees is obtained. It provides a new management perspective and method for themanagement and control of anti- production behavior of employees in public enterprises.
