The Research On Performance Evaluation Of Land Remediation Project In Anhui Province

A new round of land remediation planning is about to be introduced,the work of Land remediation is being carried out smoothly.How to carry out the effect of remediation,we need to further verify.The government and the public as the main investment,is the initiator of land remediation,they have the right to monitor the overall project and the right to know.Therefore,it is very important to carry out the performance evaluation of land remediation project in Anhui Province.This paper focuses on the performance evaluation index system and evaluation method of Anhui Province.From the whole process of land remediation,the paper select a typical land remediation project for empirical research.First of all,to complete the relevant data collection and finishing,to complete the Anhui Province land remediation project performance evaluation of the basic research part;Secondly,it analyzes the present situation of land remediation in Anhui Province and completes the current situation.Thirdly,the performance evaluation index system of land remediation project in Anhui Province is constructed from the aspects of process and result and the evaluation method suitable for Anhui Province is selected to evaluate the performance of Anhui Province land remediation project.Finally,the typical project area is selected as an example to study the performance evaluation of Anhui Province land remediation project.The conclusions of this paper are as follows:(1)the paper constructs the performance evaluation index system of land improvement project suitable for Anhui Province.This paper takes into account the life cycle of the land remediation project,and builds the evaluation index system around the whole process of "process-result".Combined with the characteristics of land reclamation project in Anhui Province,21 representative evaluation indexes were selected from five aspects: organization and management,construction and construction,economic benefit,social benefit and ecological benefit,it basically meet the Anhui Province land remediation project performance evaluation needs.(2)The fuzzy comprehensive evaluation method was used to evaluate the land improvement project.This paper makes a comparative study on the performance evaluation methods of various commonly used land remediation projects.Considering the index system contains both quantitative and qualitative indicators,the fuzzy comprehensive evaluation method is used to evaluate the performance of land reclamation project in Anhui Province,which effectively ensures the scientific and rationality of the final result.(3)This paper chooses the typical project area to carry out the land renovation project performance evaluation empirical research.The project is located in Guichi District is the Ministry of Land and Resources approved the 116 state-level basic farmland demonstration area,and Dunshang town project belongs to the demonstration project.This demonstration has played a certain role in other projects in Anhui Province.Based on the empirical study on the performance evaluation of the land remediation project in the town of Guichi pond,the rationality and maneuverability of the performance evaluation index system of Anhui land improvement project are further verified,it can be applied to other land in Anhui Province remediation project performance evaluation.Based on the empirical research results,this paper puts forward the following countermeasures and suggestions for the development of land performance evaluation in Anhui Province:(1)Relevant departments strictly control the quality of land planning and design and improve the efficiency of project implementation.(2)Relevant departments should improve the level of project management later to ensure that the project to play a function.(3)The government has established a performance appraisal institution for the land remediation project so that the province can use the same performance evaluation standard for land remediation projects.
