Since the Central Document No. 2013 proposed the concept of family farms and Heilongjiang Province launched “two plain modern agriculture comprehensive reform pilot scheme”, Bin County according to the guidance of the spirit of the central and local, vigorously develop the family farms and other new agricultural enterprises in order to promote the development of agricultural modernization. So Bin County vigorously promote the establishment of family farm business entities,can not only promote the improvement of social economy in Heilongjiang Province, but increase the income of rural residents and improve the quality of life of rural residents. At the same time for the stability of our country food safety level, stable social environment have an important role in safeguarding.In the process of changing agricultural management main body in Bin County, the government organized experts to the corresponding argument for the family farm certification of the basic policy and the family farm specific pilot implementation plan. In the process of practice, Bin County family farm made very good effect on development, from the r eality of the situation, the development of Bin County family farm is gradually improving, significantly improve the number and range of certification of family farms, effectively alleviate the waste of land resources. It mainly introduces the research background, the purpose and significance of this research, followed by literature on the family farm carding, based on clear the main content and research methods. The second chapter is about the definition of family farm and the introduction of related theories. The second part consists of chapter three, the fourth chapter and the fifth chapter. It mainly introduces the Bin County family farm development present situation and the existence question, factors of Bin County family farm development. Chapter three explains the Bin County family farm reality situation in practice. This part includes basic conditions, main characteristic, and effectiveness analysis of family farms in Bin County. Chapter four in-depth analysis of the Bin County family farm specific operation process of the existing problems, including agricultural production, backward technology, shortage of funds for agricultural development, land circulation difficulties, ag ricultural social service system is not perfect, the government policy support dynamics is insufficient and so on. The fifth chapter is the key link.
