On the other hand the cause of empowerment analysis analytic hierarchy process, through analysis the weight measurement model, lay a foundation for the follow-up. At the same time, through the United States, Japan, Brazil, on the land circulation situation analysis, summed up the experience is worth our learning.In order to speed up the land circulation, we should have a stable employment of migrant workers, the improvement of the farmers and migrant workers’ social security level unceasingly, improve the land circulation market, increasing the expenditure on rural finance, perfect the functions of the government, truly protect the interests of both sides of land circulation, lay a foundation for the construction of agricultural modernization.Although there are a lot of research on land circulation problems, but the use of analytic hierarchy process to different reasons of literature analysis of empowerment is not much, in this paper, the main cause of the matter of land circulation hierarchical analysis, draw weight, the root cause of the problem will be ordered different weights, to make a comprehensive analysis, find out the effective solutions.
