| Nowadays, international shipping and seaman’s labor market has entered a growth and adjustment period, the scale and structure of domestic and foreign fleet has changed accordingly, and also international seafaring labor market faces both opportunities and challenges. With the rapid expansion and globalization of Chinese seafarers, in addition international shipping market is in a long-term downturn, marine labor relations has become more and more complicated and even the pressure of implementation has been greater gradually. Until 2015, there are more than 60 thousand registered seafarers in Tianjin, which occupied about 10% of the number in China which amounts to about 630 thousand. Since "the twelfth five year", there are 35 thousand non-local assignment mariners or so in Tianjin, which exceeds 30% of the amount in china. In the meanwhile, there are about 153 recruitment and placement agencies in Tianjin which corresponds to the foundation of the service and guarantee system. However, the recruitment and placement agencies ranging from various categories and scales bring new challenges to maritime administration in terms of operating effective supervision, supplying quality service and maintaining good market order, even make new demand to maritime safety administration in the background of the reform of administrative approval and simplifying administration.In order to improve seafarer services’ standards in Tianjin, protect the lawful rights and interests of seafarer service agencies and seafarers, it is necessary to explore supervision measures and improve the supporting level of the development of shipping market. This paper concludes global credit evaluation systems and the condition of seafarer service agencies all over the world, makes several comparisons between seafarer service agencies and other service fields with mature credit evaluation theory, analyzes the influential factors of this system credit evaluation system and makes sure the index system of credit evaluation. This paper also has a quantitative analysis of indicators’ weight with the expert scoring system, optimal evaluation system and the analytic hierarchy process. Finally it has established credit evaluation system of seafarer services for Tianjin administrative regions, and also made simulative deduction in several representative seafarer service agencies. According to influence factors and indicator weight and evaluation results, this paper also gives some constructive measures and proposals to seafarer service agencies, furthermore, devotes to gathering experience for implementing credit evaluation system of seafarer service agencies in china. |
