The concept of competency got human resource management researchers and businessmanagers’ attention since it has been proposed from the seventies of last century. Pelagicfishing refers to the fish catching on the high seas, and under the jurisdiction of othercountries and ancillary processing, supplying, transportation, and other products activities, itis an a comprehensive industry with offshore fishing at the core. Foreign-going seafarers arethe foreign-going seafarer whose main work is offshore fishing. Currently offshore fishingenterprises are facing the human resource problem, such as less candidate of seafarer and hardto keep the seafarers, while the maritime vicious crime and traffic accidents sometimesoccur.These problems are related with the quality of the foreign-going seafarer.Thecompetence of the foreign-going seafarers matter directly to the development of our Pelagicfishing and marine economy. Therefore what we will study seriously is making a thoroughinquiry to the competency of the foreign-going seafarers and enhances their capability.This paper reviewed the competency and competency model research theory and methodsof China and other countries and took the foreign-going seafarers (operators) from CNFC asthe object of the study,exploring the competency of them empirically.Firstly, this studyexplored the competency of foreign-going seafarers (operators) trough job analysis and expertevaluation from the organizational level; Secondly,the20foreign-going seafarers (operators)were interviewed by behavioral event interview from the individual level and with theindependent samples T-test of statistical analysis software SPSS19.0, the study extracted outthe significant differences between the excellent performance group and the generalgroup.Then this study composed the competency questionnaire which items collected thecompetency of foreign-going seafarers (operators) from the organizational level and theindividual level and investigated more than150seafarers from CNFC. With the SPSS19.0statistical analysis software, the author tested the reliability and credibility of research resultsand made confirmatory factor analysis. The results show that the reliability and the credibilityis stable and reliable, the competency model of foreign-going seafarers includes the six corefactors, namely: psychological quality, teamwork, individual driving capability,achievementorientation,professional accomplishment and qualifications.In addition, this paper tried to apply the competency model to the human resource management system of CNFC to offer a reference for the selection, training and development,performance appraisal, career planning of foreign-going seafarers, which will improve thehuman resource management level of CNFC and the overall comprehensive capability offoreign-going seafarers.
